If you have followed the instructions, it means the project has been oversubscribed, and you expressed interest after the project reached its full capacity.

Allocation takes place on a first-come, first-served basis. When a credit is oversubscribed, allocation is given to those who expressed interest first and had funds in the "Project Finance"-depot not less than the reserved amount.
